[Commanding] Dept. [Department] of the South; Sir; I have the honor to state that the labor of transporting Heavy guns in this Department would be greatly diminished by using sling carts, having much broader tires and [????] than those furnished at present by the Ordnance Department. The roads here are either sand or mud, hence the necessity of a broad wheel; Very Respectfully Yr. [Your] Obdt. [Obedient] Servt. [Servant]; T.B. Brooks; Capt. [Captain] and A.D.C.; Genl. [General] Gillmore endorses this; "Approved and Strongly Recommended" and placed it in the hands of Brig. [Brigadier] Genl. [General] Seymour who was going north on account of wounds.
