[Department]; Sir; Some time since in a letter from Folly Island I had the honor to suggest that a Detachment of troops at Hilton Head be employed in making gabions and facines [fascines] for Siege operations here. On account of the scarcity of suitable material in this vicinity and lack of men for fatigue duty I recommend that one non-commissioned officer and six artificers of Vol. [Voluntary] Engrs. [Engineers] be sent to Hilton Head to instruct 50 Infantry who should be detailed for the purpose in the duty of making facines [fascines] and gabions.
