Transcription4; compromised the [????] by [????] himself as Chief Engineer selected Assistants from both Regulars and Volunteers giving a decided preference to the former. By this [????] he has won from both sides the reputation of [selfishly?] receiving to himself the credit of Comdg. [Commanding] General and Chief Engineer.
