TranscriptionCopy Letter to General Gillmore Augt. [August] 2nd; Head Quarters Department of the South; In the Field Morris Island S.C. [South Carolina]; August 2nd 1863; Engineers Office; General; I have the honor to submit the following concerning sharpshooters for offensive and defensive operations in the advanced works under my charge. The present so called sharpshooters are inefficient; 1st. They are all not good shots; 2nd. They are not in good condition, and take no pride in the use of their respective pieces; 3rd. They are not of sufficient number, even if they were good shots; 4th. They are not properly officered; To remedy this I recommend that all Regimental and Battalion comds. [commands] here be ordered to have them report with their arms to a suitable officer whom you may designate 8th percent of the line officers and 2 percent of the Rank and File of the command, who are known to be the best marksmen in the command.
