Turner; Chief of Staff and Artillery; Dept. [Department] of the South; Sir; I have the honor to suggest that the artillerists on duty in the batteries be required to thoroughly wet the sand bag revettings of their batteries once in each day attending particularly to the cheeks of the embrasures and in the event of long continued firing, that this be done about the embrasure once in four hours. The advantages are: 1st. Many of the Sand bags being originally of poor material and more or less torn leak the dry sand, which destroys the revetting; 2nd. Wet sand bags will not burn-Dry ones have sometimes caught fire in the batteries; 3rd. Wet sand is much firmer-hence the better resists the shot than dry. If the unrevetted slopes of
