Descriptive InformationLetter to Turner from Terry stating that Ferrand has explained his plan for communicating by signal to Terry, and that a written description of his proposed apparature is enclosed. Terry recommends that Ferrand be directed to proceed with a trial and construct an apparature.

Transcription[Letter] Head Quarters Morris Island S.C. [South Carolina]; January 5th 1864; Brig. [Brigadier] Genl. [General] J. W. Turner; Chief of Staff andc andc [etc.]; General, Some time since Corporal Ferrand of the Ind. Bat. applied for permission to visit Dept-H.Qrs. [Department Headquarters] for the purpose of communicating to the Major General Commanding a plan for communicating by signal which he had invented; His application was returned with directions that he should explain the plan to me. He has now done so and in accordance with my directions has made the written description of his proposed apparature, which I enclose. He would like to construct such an apparature for trial, and as it seems to me that his plan is a very good one, I respectfully recommend that he be directed to do so. I am, General, Very Resp.
