Parable written by Brooks about a ruler of a kingdom and his appointed captain. The people loved the ruler but believed him wrong for not changing the captain, who was not a fighting man.
Transcription2; But the ruler who loved the Captain who was learned in the art of making guns told the [????] and the people "a story" saying the way of the [????] navy which is made of Iron is "obstructed" and very by no navy can reach the enemy [????] by that route. Then the people who loved their ruler, but believed him wrong, were sad, and [those?] who fought on the land were sadder. There were certain men in this nation called [politicians?]. They were bad men and said to be in league with the evil one, [????] the Devil. They seeing the people and the [????] sad because their Ruler so loved the Captain who would not go in
