Report by Brooks on General Gillmore and Volunteer Engineers. Brooks writes that Gillmore makes use of, and acknowledges, the value of the uses of Volunteer Engineers in this war, and discusses operations that the engineers have been employed in.
Transcription3; and gave the Regiment credit (meager men of its offices say) for what they did. In [establishing?] the defense works [????] Depot at Hilton Head in the [????] of Ft. [Fort] [????] in the Siege [Operations?] before Charleston, they were presently employed, just as it was right and proper and the best intent of the [????] that they should have been. In fact they have done most of the Engineer work that has been [????]. During all of this time offices of the Regular Engineer corps. [????] have been serving in the Department of the South. [Necessarily?] this office could not justly occupy the [permanent?] positions that [they?] could had there been more or less [????] Engineers. In other areas Chief Engineers have been almost uniformly selected from Regular Officers. Genl. [General] Gillmore has not followed this rule nor has he, like Genl. [General] Mitchell ever [conferred?] that title on a Volunteer Officer. But being himself an Engineer Officer conducting military operations of a [????] purely engineering nature, he has
